The film is dedicated to the Toktogul hydroelectric power station, built on the Naryn River, in the Osh region of the Kyrgyz SSR. Color footage was edited together with black-and-white footage of documentary chronicle telling about the history of the construction of a hydroelectric power station in difficult mountain conditions from 1962 to 1974. Minister of Energy and Electrification of the USSR P.S. Neporozhniy at the meeting discusses the issue of draining water from the Toktogul reservoir to cotton fields in connection with the dry summer.
