The plenum of the Ulyanovsk city committee of the CPSU, dedicated to the presentation of the rolling Red Banner of the Council of Ministers of the RSFSR and the All-Russian Central Council of Trade Unions to the city of Ulyanovsk as the winner of the All-Russian and regional socialist competition in honor of the 60th anniversary of the formation of the USSR.
