The film tells about the famous cartoonist Konstantin Rotov, who was repressed in the late 1930s. The film uses the following filming: interviews with film director A. Mitta, artist N. Sokolov, artist A. Batalov, I. Rotova, M. Lebedev-Kumach, artist B. Zhutovsky (all synchronously). The film includes footage of the chronicle: rest of Muscovites in a park of culture and recreation, on the river bank, playing in towns, cycling, a summer cottage village on the Klyazma, views of Moscow in the 20s, 40s and 50s, the stay of a Danish artist H. Bidstrup in Moscow. The film uses drawings, sketches, cartoons of the artist K. Rotov. The film includes fragments of films: "Circus", "Burn, burn, my star", "Volga-Volga".
